Dr. Olga Ruf-Fiedler, Chair of the Conference, Winterthur Group, Switzerland

Dr. Olga Ruf-Fiedler studied mathematics in St. Petersburg and obtained a PhD degree in applied mathematics in Berlin. After post-doctoral studies in the field of operations research in the USA, she held teaching and research appointments at several German universities.
In 1995, Dr. Ruf-Fiedler entered the insurance sector, joining Swiss Re in Switzerland. From 1998-2000 she set up and headed the Moscow office of Swiss Re Life & Health for Russia and the CIS countries. Since 2003, she has been Winterthur Group’s Chief Underwriter Life, responsible for Underwriting and Claims worldwide.
Dr. Ruf-Fiedler published a number of articles, in leading publications including "Russia Reports", featuring an annual-in-depth analysis of the CIS insurance markets in the years 1997-1999. She is a member of the Swiss Actuarial Society and a frequent speaker at professional and industry meetings. |

Dr. Herbert Lüthy is Director and Head of the Swiss Federal Office of Private Insurance since 2002.
He started his career in insurance at the Swiss-based Baloise, where Dr. Lüthy was employed in different function, eventually he was promoted to Director and Head of the Strategic Planing Department.
In 1990, he joined Swiss Re, Zurich, as Head of the Department of Life Reinsurance Operations for Europe and Latin America. Since 1995, Dr. Lüthy was the Executive Board Member of the "Business Group Life & Health" at Swiss Re.
1997 through 2003, Dr. Lüthy acted as President of the Swiss Actuarial Society.
In addition to his business functions, since 1989, Dr. Lüthy is a Professor of Mathematical Theory for Finance and Insurance at the Basel University.
He received his masters degree in Mathematics and Physics at the Swiss Federal Institute of Technology (ETH) in Zurich, and his masters degree in Law and Economics at Zurich University. Dr. Lüthy received his PhD Law degree at Basel University, Switzerland. |

In 1998-2000, Mr. Lomakin-Roumyantsev was Head of the Department of Insurance Supervision of the Ministry of Finance. In 1993-1998, he was Member of the Board of Directors of the Federal Fund for Mandatory Health Insurance.

During his time in the parliament and government, Mr. Suslov worked as advisor to the Prime-Minister and Chief Consultant of the Economic Office of the Administration of the President.

His main government appointments were Deputy Chairman and Managing Director of the UK Industrial Reorganisation Corporation and Director-General for Industry and Technology of the European Commission in Brussels. At various times he also served on the boards of Chrysler Corporation, R.J. Reynolds Nabisco, W.R. Grace & Co., British Aircraft Corporation (now BAE Systems) and International Computers Ltd.
He continues to be on boards and advisory boards in Europe and the USA and is chairman of several international philanthropic bodies in the fields of medicine, education and music. |

His experience at MetLife includes such important senior roles as Chief Administrative Officer for the company, head of the U.S. Individual Business segment, and President and Chief Executive Officer of the Canadian operations of Metropolitan Life Insurance Company. Early in his career at MetLife he was named executive assistant to Richard R. Shinn, who was MetLife’s president at the time. His first role with the company was as an attorney in the legal department.

Since 2001, André Bischoff is fund manager at Gerling Investment, the mutual fund management company at Gerling, which is the biggest owner-runned insurer in Germany.
Two years ago he took over the fixed income leadership of the asset manager of the Gerling insurance group. Prior to that, he was deputy manager in the treasury department for equities and fixed income with Sparkasse Bonn, the mutual savings bank of the former german capital.
Mr. Bischoff started his career in 1986 at the german headquarter of Fortis Bank, Bruxelles, formerly known as Generale Bank. His broad experience covers the foreign exchange, interest and derivative capital markets. |

Mr.Vassiliy Chekulaev is Deputy CEO and Head Fl and Corporate Sales at Allianz Rosno Asset Management. He is responsible for cooperation with non-state pension funds, insurance companies and corporate clients. Before joining Allianz Rosno Asset Management, Mr. Chekulaev acted as Vice President of the ING Non-State Pension Fund, responsible for marketing and sales. He oversaw development of new sales channels and pension management products.
Mr.Chekulaev is also a member of Charteted Insurance Instutute, London.

Mr. Hergesell heads JCSC Allianz Insurance Company and also serves as Deputy Head of the Russian Branch of Allianz AG. In 2003-2004, he acted as Financial Director of JCSC Ost-West Allianz. 2001 through 2003, Mr. Hergesell was Internal Auditor at CEEMA Allianz AG in Munich. Prior to that, since 1996 he worked as Consultant for Gesellschaft fuer Innovationsforschung und Beratung in Berlin.
Mr. Hergesell is a 1994 graduate of Martin-Luther University (Halle, Germany), a 1996 graduate of Higher School of Econmics (Toulouse, France) and a 2000 graduate of Berlin Technical University. |

Peter Zweifel obtained his PhD from the University of Zurich (Switzerland). He spent 1974/75 as an Honorary Fellow to the Economics Dept. of the University of Wisconsin-Madison and was a Visiting Professor to the University of the Armed Forces in Munich (Germany) in 1982/83. Since 1983, he has been a Professor of Economics at the University of Zurich and between 1997 and 2005, Director of the Socioeconomic Institute (SOI).
Together with Friedrich Breyer, Dr Zweifel is the author of Health Economics (Oxford University Press, 1997); other texts (“An Economic Model of Physician Behavior”, “Insurance Economics”, “International Economics”) are available in German only. His work has been published by the American Economic Review, The Antitrust Bulletin, The Energy Journal, the European Economic Review, the Geneva Papers on Risk and & Insurance (both Theory and Issues & Practice), Health Economics, the Journal of Health Economics, the Journal of Risk and Insurance, the Journal of Risk & Uncertainty, and Public Choice, among others.
Together with Mark Pauly of the University of Pennsylvania, he is the editor of the International Journal of Health Finance and Economics (Springer, formerly Kluwer). He is the current president of the European Group of Risk and Insurance Economists (EGRIE). |
